About the division:
DBHR is responsible for administering the publicly-funded community mental health, substance use disorder, and problem gambling service delivery systems available within the State of Washington. Division-administered programs serve children, adolescents and adults, and their family members, experiencing severe and persistent mental illness, alcohol and other substance use disorders, or at risk of developing a substance use disorder, problem gambling, or with a combination of these issues. Direct, community-based prevention, intervention, outreach and engagement, treatment and recovery support services are contracted for through Managed Care Organizations, Behavioral Health Administrative Service Organizations, Tribal Governments, County Governments or direct to  community based service organizations. Individuals that need behavioral health treatment services typically are enrolled in Medicaid or are low-income and meeting statutory definitions for priority need. DBHR works closely with HCA divisional and statewide system partners to serve individuals effectively and efficiently.
 
About the position:
At the Health Care Authority, this position is the appointing authority for DBHR and reports directly to the HCA Director.
 
The Behavioral Health and Recovery Division Director provides executive leadership, overall direction, and strategic vision to the State of Washington’s community behavioral health system. The position works with tribal governments and a variety of stakeholders including the Governor’s office, other state agencies, federal partners, and community organizations.
 
This position serves and is recognized by the United States Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMSHA) as:

  • The Single State Authority (SSA) representative responsible for the administration of the State Substance Use Disorder program on behalf of the State of Washington. This includes administration of federal grants and representing the Health Care Authority in national associations; AND
  • The Single State Agency (SSA) representative (Mental Health Commissioner) responsible for the administration of the State mental health program on behalf of the Health Care Authority. This includes administration of federal grants and representing the HCA in national associations.

This position is eligible to telework but is frequently required to attend in-person on-site and off-site meetings and other events, including travel within and out-of-state, to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

The position is located in the Drugs, Laboratory and Scientific Services Branch (DLSSB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of, and reporting to, the Chief, DLSSB.

Responsibilities:

Within limits of assigned authority, the Drug Control and Crime Prevention Officer (Drug Policy) will undertake activities in the context of supporting the Chief of the Branch in advising and leading on drug policy matters related to the work of UNODC. More specifically, the incumbent will be responsible for the following duties:

  • Serve as principal coordinator, including advisory functions to the Chief of the Branch, on overall drug policy issues and related strategic decisions. Perform lead coordinating functions to ensure that the planning and programming of the Branch are undertaken in close collaboration with policies set by the Commission on Narcotic Drugs, the UNODC corporate strategy on addressing and countering the world drug problem, and in coherence with the UN (United Nations) Common Position on Drugs.
  • Perform lead responsibility for the conceptualization, preparation and coordination of substantive and policy papers with respect to the different work areas of the Branch, as well as for the coordination of Branch-level and UNODC-level inputs for UN Secretariat- and UN system-wide and other relevant policy and strategy documents. Prepare and contribute to thematic substantive publications and other specialized products.
  • Attend policy-making and expert group meetings to monitor, analyse and advise on events and discussions. Provide technical inputs to the preparation of position papers and reports for presentation to intergovernmental bodies, such as the Commission on Narcotic Drug, prepare analytical summaries of debates, and support negotiations and analyses/compilation of outcomes;
  • Participate in and/or represent DLSSB in internal and external committees, inter-governmental, UN inter-agency task forces, and international technical meetings related to drug policy, as required.
  • Serve as focal point for the task team on the UN common position on drugs, develop and deliver a work programme of activities of engagement and meetings, in close consultation with participating agencies, the UN development coordination office, country teams and UNODC field offices. Develop and disseminate information materials related to drug policy, including on the UN common position on drugs.
  • Serve as gender, human rights, diversity and inclusion focal point for DLSSB.
  • Prepare/draft a variety of written outputs, such as such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides, toolkits, model legislation, and responses to technical internal/external queries on drug policy. Draft parts of, or contribute to, the preparation of progress and assessment reports.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform other work-related duties, as required.

Research Assistant in the Department of Addictions - King's College London

This role is for a qualitative researcher to work with a UK team of researchers on an NIHR funded study: ‘Evaluating Models of care, best practice and care pathways for drug dependent women and their infants, from preconception to 18 months postnatal’ or the Stepping Stones Study.  The study is jointly led by Dr Polly Radcliffe at the National Addiction Centre, KCL and Professor Helen Cheyne of the Nursing Midwifery and Allied Health Professionals Research Unit at the University of Stirling.  The study has involved conducting  a mixed methods systematic review of interventions for women who use substances in the perinatal period, and conducting longitudinal qualitative interviews with 36 perinatal women who use or are in treatment for substance use in four sites in the UK. Using a range of qualitative research methods including serial qualitative interviews and timelines drawn by the research participants we have explored women’s views and experiences of models of care and how services can be improved.  

The successful candidate will assist with completing the systematic review and with the coding and analysis of qualitative data using Framework and thematic analysis and utilising software such as NVivo and excel. They will contribute to report writing, other dissemination activities; and research-related administrative tasks. The successful candidate will be based in our offices in  London but remote working will also be possible. An NHS research passport, and enhanced DBS application (Disclosure and Barring Service) for work with vulnerable adults and children will be required.

The National Addiction Centre, King’s College is a leading European research centre for addiction research and represents a network of clinicians, researchers and clinical teachers who have a shared commitment to excellence in prevention and treatment work, and to supporting and strengthening national and international endeavours in this field. Over the last 30 years, the NAC has developed a body of research evidence that has informed the development of new treatment services for alcohol, smoking and drug problems in the UK.

This post will be offered on a full-time, fixed term contract until 31st March 2024.

We would like to appoint a Post-doctoral Researcher to play a key role within a new Addictions Policy Research Unit (PRU). The Addictions PRU has recently been commissioned by the Department of Health and Social Care for England, funded by the National Institute for Health and Care Research, and starts in January 2024 for an initial 5-year period.   

The PRU is a collaboration involving 10 UK universities led from the Addictions Department at King’s College London (KCL), the University of Sheffield’s Alcohol Research Group and the University of Glasgow’s Gambling Glasgow Research Centre. Its aim is to inform policymaking relating to alcohol, tobacco and nicotine, other drugs, and gambling. Research conducted within the PRU will draw on a range of quantitative and qualitative research methods, and will incorporate different disciplinary perspectives including public health, epidemiology, psychology, health economics, operational research and psychiatry. The PRU will particularly focus on research that relates to public policy and practice and, especially, research that can play an important role in guiding future policymaking.   

We are looking to appoint a Post-doctoral Researcher focusing on nicotine and tobacco research. You will be based at King’s College London and work closely with Dr Leonie Brose in the Nicotine Research Group to develop and deliver the aspects of the PRU related to nicotine and tobacco policy. The Nicotine Research Group is a friendly and vibrant part of the Addictions Department at the Institute of Psychiatry, Psychology and Neuroscience (IoPPN) at King’s College London. The group is led by Professor Ann McNeill (PRU Co-Director) and conducts research with impact on policy and practice.  

You will be part of a team of pre- and post-doctoral researchers working with colleagues at King’s, Sheffield and Glasgow, as well as our wider network of Co-Investigators and Collaborators across other UK universities, on this and potentially other areas of the PRU. You may also collaborate with clinical groups and service providers, commissioners and policymakers across the UK. As a member of the PRU you will also benefit from a dedicated training fund and membership of the Addictions PRU Academy, which will provide training and career development opportunities to early career researchers and other collaborators in the PRU.  

You should have a PhD (or equivalent experience) in a relevant discipline and experience of research related to nicotine or other addictive products (which could be public health-oriented rather than focused on addiction). You should also have a strong grounding in quantitative, qualitative and systematic review methods, although you may specialise in one of these.  You will also have an understanding of how the value of specific research outputs can be assessed and also how they can be valuably influential to the policymaking process. You should be a clear and balanced communicator and committed to the need to bring science to the fore in the considerations which need to be incorporated into key decision-making at the level of local and national policy. The successful appointee will be expected to be reliable and efficient and also to have good inter-personal as well as organisational skills. 

This post will be offered on a full-time, fixed term contract for 2 years.

The appointee will also work with Dr Tom Freeman (deputy PPIE lead, and based at the University of Bath), with specific working responsibilities for individual studies likely influenced by specific areas of expertise (e.g. John Strang with strength on opiates and harm reduction and public policy; Tom Freeman with strength on cannabis and public health and policy). You will be part of a team of pre- and post-doctoral researchers, collaborating with colleagues across the PRU working in various universities, clinical groups and service providers, commissioners and policymakers across the UK. 

You will have a good understanding of addictive behaviours, of public policy and practice at national as well as at local level, and of sources of research which can inform and guide the process of formation of public policy. You will also have established research skills relevant to this work, and a mature understanding of how the value of specific research outputs can be assessed and also how they can be valuably influential to the policymaking process. You should be a clear and balanced communicator and committed to the need to bring science to the fore in the considerations which need to be incorporated into key decision-making at the level of local and national policy. The Director of Certification & Testing is responsible for the day-to-day operations of the domestic and international certification processes, and management of the Testing Department which is within the National Certification Commission for Addiction Professionals (NCC AP), under the auspices of NAADAC, the Association for Addiction Professionals. The Director of Certification & Testing will be responsible for the development and distribution of certification products within the guidelines of NCC AP and NAADAC. NCC AP operates as an independent body for all matters involving NAADAC’s substance use disorders counselor credentialing and endorsement programs at the national and international levels.

NAADAC, the Association for Addiction Professionals, represents the professional interests of more than 100,000 addiction counselors, educators and other addiction-focused health care professionals in the United States, Canada and abroad. NAADAC’s members are addiction counselors, educators, and other addiction-focused health care professionals, who specialize in addiction prevention, treatment, recovery support and education. An important part of the healthcare continuum, NAADAC members and its 47 state and international affiliates work to create healthier individuals, families and communities through prevention, intervention, quality treatment and recovery support.

Qualifications

  • Master’s degree in public health or a behavioral health discipline, or equivalent.
  • Minimum of 5 years of experience in substance use disorders or related field as a practitioner or manager.
  • Hold a license or credential as an Addictions Counselor or in a related field (preferred).
  • Minimum of 5 years of experience in management, review and coordination of certification/licensing products and procedures.
  • Knowledge of application and interpretation of ethical standards and practices in substance use disorders.
  • Experience as a supervisor or manager.

This post is responsible for the provision of talking therapies within Inclusion Thurrock Early Intervention in Psychosis (EiP) and At Risk Mental States (ARMS) Services.

The post holder will be a member of the Inclusion Thurrock Senior Leadership Team, and thus will report on outcomes of EiP and ARMS to the wider team and will have a clinical, supervisory & managerial function.

 

Main duties of the job

  • To provide a NICE compliant therapeutic service to patients, with a wide range of mental health problems with complex needs, the post holder will be expected to maintain high professional levels of clinical judgement and application of complex skills at all times. The post holder will utilise advanced theoretical and practical clinical skills in applying interventions as required.
  • Where indicated, to utilise complex data from a variety of sources including psychological and neuropsychological tests, self-report measures, rating scales, direct and indirect structured observations and semi-structured interviews with clients, family members and others involved in the client's care. Overview

The International Consortium of Universities for Drug Demand Reduction (ICUDDR) supports the rapid improvement in competencies and skills among current and future generations of addiction professionals. ICUDDR facilitates networking among universities to promote high-quality education and training in the field of addiction prevention, treatment, and public health. Job Duties

Programmatic and Member Support: Support regions, programs, and members.

The incumbent will support regions by providing support to 1-2 regions including scheduling meetings, providing technical assistance, documenting attendance, and supporting the development of regional workplans. Additionally, this position will support membership by providing approvals for new members who fit all membership criteria; Refer membership applications that do not fit all criteria to the Executive Director or Associate Director; Support the maintenance of membership list; Notify regional coordinators of new members in their region; Add new members to Mailchimp; Assist in member recruitment; Assist with curricular access for members. Support marketing by providing content to the marketing team for the promotion of events and for the newsletter. Finally, support the ICUDDR annual global conference by collecting and managing traveler data including plane tickets and hotel arrangements; Attend meetings.

Technical Analysis of Literature, Reports, and Research: Provide support for the analysis of data and report writing related to findings of research and other program information to be used for reports of record, proposals, publications, and for presentations at national and international meetings on addiction education. Assist with documentation of educational providers and consultants; Add resources and events to the ICUDDR database.

Training and Presentations: Support training sessions for staff and collaborators. Schedule events in Webex, zoom, or other platforms; Arrange registration or events; Ensure technical checks with presenters; Provide technical support during webinars; Record webinars; Upload recordings to YouTube.

Additional duties as assigned: Occasionally, provide support for partner webinars; Support collaborative events with ISSUP or other ICUDDR partners, such as webinars and Partner Calls; Cross-train on duties of Coordinator of Educational Programs.

Qualifications required for effective performance.

a. Education

A bachelor’s degree in public health, social services, or related field is required. A master’s degree in one of the following disciplines: Public health, Health policy, Health Management, Epidemiology, Behavioral Sciences, and Public administration is preferred. A certificate in Project Management is an asset.

b. Prior Work Experience

Minimum of at least one year of experience working with projects and programs related to Substance Use Prevention, Treatment, and Recovery. Previous work with governmental and/or non-governmental institutions or colleges or universities in public health programming and delivery of services is an asset.

c. Knowledge:

Required: The incumbent has social science or public health skills that can be used in program implementation. A basic understanding of the principles of public health programs and practice, including evidence-based substance use disorders best practices and procedures. (Harm Reduction, Prevention, Treatment, and Recovery).

d. Skills and Abilities

Ability to work creatively and constructively with college and university and other educational or health officials to support the development of programs and activities suitable to local conditions, effectively responding to challenges and barriers as they arise. Demonstrated grasp of skills and methods of administrative and programmatic support.

A working knowledge of Excel, Word, and other Microsoft Office Products, the ability to support the management of projects, events, and/or other deliverables. English language proficiency is required; The ability to communicate in United Nations official languages in addition to English is an asset: Arabic, Chinese, French, Russian, and Spanish.

Possess sensitivity and maturity to deal appropriately with Addiction issues. A demonstrated ability to work closely and effectively with persons at all levels of the education and public health system. Able to prepare oral and written reports for international scientific audiences including informational research and review of published studies. Basic data analysis skills required.
