Dr. Bina Ampera Bukit currently serves as Deputy of Rehabilitation at the Indonesian National Narcotics Board (BNN). He holds a medical degree from Universitas Sumatera Utara and a Master’s in Public Health from Universitas Gadjah Mada.

Tara Carney is employed as a Specialist Scientist (seasoned) in the Mental Health, Alcohol, Substance Use and Tobacco Research Unit of the South African Medical Research Council.

Dr. Novia T. Carter‑Lookie, Ph.D. is a licensed child psychologist and Deputy Permanent Secretary at the Ministry of Health and Wellness, Bahamas. She serves in key roles across national child protection and public health initiatives.

Therese Castillo is a clinical psychologist and an International Certified Addiction Professional with expertise in treatment, program development, and training.

Dr. Carmel Clancy earned her doctorate from St Georges Medical School, University of London, UK, and is currently registered with the Nursing Midwifery Council (NMC) as a mental health and adult nurse.

Annette Dale-Perera has worked in the area of substance use disorder (SUD) for over 40 years. She is currently CEO of Naufar Treatment Centre in Qatar and Director of a management consultancy company specialising in working with International Organisations on SUD treatment and prevention.

Dr. Amrita is a psychiatrist with over two decades of experience in addiction psychiatry and mental health services. She holds a medical degree from Universitas Tarumanagara, a psychiatry specialty from Universitas Indonesia, and postgraduate degrees in public administration.

Sedef Erçetin Gencosmanoğlu is a distinguished leader in international cooperation and public health, currently serving as the Head of International Cooperation at a prominent Turkish NGO specializing in public health initiatives.

Ma. Veronica Felipe, is a state-registered psychologist and Global Master Trainer in substance use disorder treatment and prevention.

Dr. Asmin Fransiska is a legal scholar specializing in drug policy, human rights, and international criminal law. She serves as Dean of the Faculty of Law at Atma Jaya Catholic University of Indonesia, where she also founded the Indonesian Center for Drugs Research (ICDR).

Brigadier General M. Zainul Muttaqien currently serves as Deputy for Prevention at the Indonesian National Narcotics Board (BNN RI). He holds bachelor's and master's degrees and is a doctoral candidate at the Faculty of Humanities, Universitas Indonesia.

Dr. Imran Pambudi is Director of Health Services for Vulnerable Populations at the Indonesian Ministry of Health. He earned his medical degree from Universitas Airlangga and a Master of Primary Health Management from Mahidol University, Thailand.

Peters is a licensed clinical psychologist and a Professor in the Department of Mental Health Law and Policy at the University of South Florida (USF) in Tampa, Florida. 

Louis Plottel is a PhD candidate at the University of Toronto. His current research looks at methamphetamine consumption among young men in Aceh, Indonesia, examining the impact of labour and economic development on patterns of drug use.

Vania Rudolf, MD, MPH, DFASAM is a primary care and addiction medicine physician with completed fellowship trainings in Integrative Medicine, Addiction Medicine, High Risk Obstetrics, and Public Health training.

Dr. Elvina Katerin Sahusilawane, Sp.KJ is a psychiatrist with over 15 years of experience in addiction treatment and mental health care. Currently serving as the Head of Lido Rehabilitation Center at the National Narcotics Board of Indonesia (BNN).

Dr. Sanjeewani Senevirathne is a psychological counselor, lecturer, addiction treatment specialist, and community corrections officer at the Ministry of Justice, Sri Lanka. A Hubert H. Humphrey Fellow 2023–2024 (USA).

Christ Chicco Sijabat, ICAP Tx-III is a certified addiction counselor and the current Chair of the Indonesian Association of Addiction Counselors (IKAI) for the 2022–2026 term.

Kompol Grace Adelina Sopacua, S.S., M.H. is a senior officer of the Indonesian National Police, currently serving as Head of Sub-Unit 2, Sub-Directorate III, Directorate of Narcotics Crime (Dittipidnarkoba) at Bareskrim Polri since November 2019.

Ms. Oranooch Sungkhawanna assumed the position of CPDAP Director as of 18 July 2022. She has more than 29 years of professional work experience in the field of Drug Demand Reduction and Supply Reduction. 

 As ISSUP’s Chief Executive, Joanna ensures the effective running of the organisation, taking responsibility for staff, work outputs, stakeholder communications, board and funder reporting, good governance and adherence to statutory obligations. 

Iain Tulley has been a Chief Executive in the field of mental health for the last 20 years, running one of the largest mental health organizations in the United Kingdom, before coming to Qatar in 2016 as Chief Executive Officer of the Mental Health Service in Hamad Medical Corporation.
