The Colombo Plan for Cooperative Economic and Social Development in Asia and Pacific, which has its headquarters in Colombo, Sri Lanka, is an inter-governmental organization with a membership of 28 countries in the Asia-Pacific and South America regions. CP is based on the partnership concept for self-help and mutual help in the development process with the focal areas being, human resource development and south-south cooperation. One of CP’s permanent programme is the Drug Advisory Programme (DAP) whom spearheaded drug demand and supply reduction solutions in the region since its inception in 1973. As part of DAP’s mandate to identify challenges, opportunities, priorities and needs at sub-regional and global level, stakeholders and focal point meetings are held regularly. This helps DAP establish and maintain constructive working relationships with its implementing partners including NGOs, government representatives, donors and other stakeholders.

Applications are invited from qualified and experienced personnel from Central Asia for this home-based position, which meets the required criteria:  This hire position is contingent upon donor funding.  

Purpose:The Programme Manager has the primary responsibility of ensuring that the objectives of the Dissemination of Universal Treatment Curricula initiatives in Central Asia are achieved within the allotted time frame. The Drug Advisory Programme has successfully achieved its goals in Central Asia regarding the implementation of Substance Use Disorder Treatment activities, including the training of addiction practitioners working with people who use drugs. The Programme Manager will continue to oversee and advance this project.

AVoHC Rapid Responder - Mental Health and Psychosocial Support Experts (AfCDC) - African Union

Purpose of Job

Africa CDC’s African Volunteers Health Corps (AVoHC) has proved to be an important component of the continent’s capacity to respond to outbreaks and other public health emergencies using regional personnel to rapidly respond to public health emergencies across countries as needs arise. AVoHC was conceived of following the West Africa Ebola Virus Disease outbreak and launched in 2015, being managed under the Emergency Operations Centre of Africa CDC. To date deployments have included experts in epidemiology, laboratory sciences, communications, logistics, data management, social science, and clinicians. During an East Africa regional meeting of Mental Health and Psychosocial Support (MHPSS) and Emergency Preparedness and Response (EPR) leads in Nairobi in November 2022, Africa CDC identified an important gap in deployment capacity in mental health experts. To facilitate integration of MHPSS as a component of AVoHC response capacity, so that AVoHC can include MHPSS as part of future public health emergency response, we aim, with this call to recruit deployable MHPSS experts under AVoHC during public health emergencies in AU member states.

Main Functions

Deployment will usually take place as part of a wider team coordinated by AVoHC in conjunction with the Member State government (Ministry of Health/EPR mechanisms). Ongoing coordination of priority activities and reporting will be through this mechanism. The overarching support and coordination between deployments will be under the AVoHC team at Africa CDC. Support for MHPSS activities and personnel capacity will be provided by the mental health experts within Africa CDC.
The incumbent will ideally be part of the bigger umbrella of the AVoHC at Africa CDC. Being AVoHC member, the incumbent should be willing to be deployed for public health emergency response to any Member State as part of the African Volunteers Health Corps (AVoHC) Rapid Response Teams (RRTs).

An exciting opportunity has arisen for a skilled and experienced Substance Use and Recovery Caseworker initially based within NHS Forth Valley prisons, to work within the Substance Use and Recovery Team (SRT) who can demonstrate a commitment to providing high quality services to vulnerable offenders.

As such you will bring a range of experience, delivering therapeutic interventions across Forth Valley Prisons in line with the expectations of the Scottish Government (2014) National Quality Principles framework and recovery orientated systems of care (ROSC) treatment model for prisoners with problem drug and alcohol problems.

You will need to be forward thinking, flexible and creative and will work in partnership with the SPS and other agencies to continually develop and deliver a service that reflects the needs of offenders whilst in custody.

In support of this goal, the department is committed to recruiting exceptional faculty members with strong records and potential for conducting outstanding clinical and translational research relevant to neuropsychiatric disease, broadly defined, including but not limited to developmental, psychological and behavioral sciences, including intervention

This position will function as the Outreach & Telehealth Coordinator for the Community Outreach Program-Esperanza (COPE). The candidate will provide individual phone evaluation of all therapy patients seen through the COPE program to assess presenting symptoms, crime and trauma history, and other stressors or case management needs. The research assistant (RA) will assist in conducting two studies. The first involves testing the feasibility of a continuous alcohol monitor and includes both laboratory and field-based components (i.e., ecological momentary assessment). The second study is an national online study of perinatal mental health and substance use. Work activities involve managing recruitment; conducting in-person and on-line research sessions, including alcohol administration, biosample collection, and interviews with study participants; participant tracking and retention; programming remote data collection measures; managing online surveys and datafiles; traveling within ~25 miles of Providence (or RA’s home) to deliver study materials to participants; and managing participant payments. The RA is expected to collaborate with project staff to maintain variable directories and other project documentation, conduct library research as needed, and assemble materials for IRB modifications and progress reports. The RA will be required to have their own form of transportation and will be compensated for the mileage.

Education and Experience:

Bachelor’s Degree in relevant field and 1 to 2 years of research experience or equivalent combination of education and experience.

Under the direction of Dr. Rabinowitz, the employee will be responsible for the independent conduct of a significant element of a larger research activity and will conduct highly specialized and technical research.

Among the key duties of this position are the following:

  • Assist with writing and submitting IRB application.
  • Conduct data cleaning, processing, and analyses (e.g., linear mixed effects models, class/latent profile analysis, latent transition analysis), with a particular emphasis on genetic analyses.
  • Conduct research aligned with the scientific aims of the funded projects with an emphasis on the application of novel methodological and statistical approaches.

These audiences include scientific researchers, physicians and other healthcare providers, policy makers, the public, the media, people with lived and living experience of drug use, and voluntary and professional organizations. The Communications Branch, which is responsible for facilitating these interactions: (1) conducts NIDA's media outreach activities; (2) responds to information inquiries from the public; (3) leads NIDA’s public information activities and public education campaigns; (4) coordinates content development and review of NIDA messaging disseminated to the public; (5) assesses needs and designs communications materials for specific populations; (6) collaborates with other Federal agencies to promote dissemination and application of NIDA research; (7) leads the development, design and management of the Institute’s digital dissemination and outreach; and (8) oversees the technical management, monitoring, maintenance, and coordination of NIDA’s web, social media, and audiovisual-based operations.

The Chief for the Communications Branch reports to the OSPC Director, provides authoritative and expert advice to NIDA leadership, and makes significant contributions to the development and execution of communication and outreach strategies and activities at NIDA. In NHS Forth Valley we know the radical and transformational difference Psychiatrists make to the lives of their patients. We have a dynamic Consultant workforce and due to the relatively small size and adaptability of our health board our Psychiatrists are able to become effective leaders who can drive through positive changes. 

Scotland is in the midst of a public health emergency regarding drug related deaths. Tackling this will require multiple interventions across all parts of our society. We will support our Consultants in Addictions Psychiatry to help lead this national response. Our Consultants are employed by the NHS, but as the clinical experts in their field they will guide and inform which services are commissioned from the third sector. As a dynamic, flexible organisation we are keen to pilot innovative ways to tackle the scourge of drug related deaths. We will support our Consultants to contribute to the emerging national strategies for tackling drug related deaths and to develop links with Higher Education Institutions to build the evidence base.  Locally we have strong links with the University of Stirling where the public health research in this area is making a significant contribution to the development of national strategy.  The service will support SPA time for Consultants to lead on projects aligned with addressing this public health crisis, such as the expansion of injectable buprenorphine and new ways of working to safely manage benzodiazepine use / dependency in conjunction with delivery and implementation of the MAT (Medicated Assisted Treatment) standards.

The Substance Use Service has a large work component in relation to alcohol use disorders. There is an alcohol dedicated team within SUS South which the successful candidate would work closely with .Part of the task will be to sign off on patients requiring inpatient detoxification from alcohol in the local Mental Health Unit using the one dedicated bed. There is also a role in supporting home detoxification from alcohol when this can be safely done. Alcohol patients will be seen by the Consultant in relation to the use of protective medications and for assessment and treatment of psychiatric comorbidity .The successful candidate would also contribute to the planning of an expansion in our alcohol treatment system utilising a group programme for those who have successfully detoxified.

We are in an exciting place with regards to Psychiatry in Forth Valley. Within the next 3 years we will be able to evidence we have the best mental health services in Scotland. To achieve this goal our Consultants will have sufficient SPA time in their job plans to help all of our services become accredited (for providing excellent care) according to the Royal College of Psychiatrists Centre for Quality Improvement Accreditation Standards.

We are passionate about attracting the brightest and best students into Psychiatry and developing them into Consultants who will serve the needs of Scotland. Our local teaching and training programmes have been nationally recognised and we are keen to expand them further. Our service is currently developing roles for Advanced Nurse and Pharmacist Practitioners and the post-holder will have opportunities for supervision of these colleagues and guiding the development of the roles. Our vision is that those with addiction issues in Forth Valley will always access first rate services, and interact with clinicians who understand their issues, without judgement, wherever they present in our health and social care system. Training all our staff in addiction issues and breaking down the barriers between the different parts of our system will be key to this. We will support time for these and other teaching and training opportunities. The post holder will be working with a Consultant Addiction Psychiatrist with a national profile in Medical Education and so would have immediate links to regional and national teaching opportunities. 

We are also able to offer innovative and bespoke job roles for candidates interested in combining sessions in addictions with sessions in other specialities, including general adult and forensic.  In particular, we are keen to explore developing roles across both substance use and general adult settings, to support our existing programme of joint working and improved interface in these areas.   We will work with the successful candidate to develop a suitable job plan.

Naufar is Qatar’s national substance use disorder center for treatment(link is external), prevention, professional education and research. Naufar was established in 2017 by Emiri Decree, that recognized that addiction(link is external) is a health issue. Naufar treats over 1000 patients and their families each year. Our services are evidence-based and culturally- adapted to the GCC. Our facilities include over 120 beds (in-patient treatment, residential rehabilitation(link is external)) and extensive out-patient treatment and recovery(link is external) interventions.  

Naufar is expanding and is looking to recruit a range of clinical staff with competence in SUD. Clinical staff must be fluent in Arabic and English.

Corporate Strategy

Professional/Academic Qualifications:

An accredited degree in Medicine from a reputable medical education institute.

Experience:

The position we are recruiting for is situated within the Public Health Unit, and the selected candidate will be reporting to the Head of Sector Support to Practice, under the supervision of the Head of the Public Health Unit.
