Preferred Skills and Experience

SAMHSA peer reviewers must:

• Have related program experience and education
• Be able to analyze grant applications effectively against specific criteria
• Be able to clearly express their evaluations in writing
• Be interested in contributing to the advancement of knowledge in the field of Behavioral Health

Preferred Backgrounds

SAMHSA is interested in potential peer reviewers with knowledge and backgrounds in:

• Mental health services, with a knowledge of community-based systems of care and services for adults with serious mental illnesses and children with serious emotional disturbances
• Substance abuse prevention, with expertise or experience working with activities that discourage substance use disorder as well as behaviors that increase the risk of substance use disorder
• Substance abuse treatment, with expertise in evidence-based, effective substance use disorder treatment services, programs, and activities

Time Commitment and Compensation

• Reviewers will be needed annually during the peak review season from January – July.
• Time commitments vary depending on the grants under review and the number of assigned applications. The peer review process will allow about two weeks for review of assigned applications.
• All reviews will be coordinated via email, phone, and the online review system.
• All new reviewers will be required to take an online reviewer training prior to participating in the review process.
• Reviewers will receive $140 per application reviewed and returned to SAMHSA in the timeline specified for each program.

Peer Reviewer Requirements

Prospective peer reviewers must be:

• Willing and able to provide written and oral comments based on their professional knowledge
• Experts in the subject area to be reviewed

They must also:

• Be able to listen attentively to the input of other reviewers
• Engage in discussion
• Be willing to bridge differences
• Work with other reviewers to synthesize comments, especially when resolving discrepancies in scoring

In addition, potential peer reviewers must have the highest level of personal standards to:

• Ethically review proprietary information
• Maintain confidentiality
• Avoid any conflict of interest

Responsibilities:

Within limits of assigned authority, the Programme Officer will be responsible for the following specific duties:

• Serve as focal point for designated countries/UNODC Field Offices in the LAC region, in line with the UNODC Strategic Vision for Latin America and the Caribbean (2022 – 2025) and successor.
• Provide policy advice and technical support and backstopping, including on office operations, management and administrative matters and Umoja-related issues, to Field Offices in the LAC region.

Our team at Brown University is seeking a motivated Research Assistant (RA) to contribute to our substance-use prevention and intervention research program. The RA will be a core research staff member supporting our interdisciplinary team of primary investigator(s), collaborators, and senior staff to conduct multiple research projects with diverse adolescent and adult participants who may engage in health-risk behaviors and with or without chronic health conditions. To be successful in this position, the RA must excel in both customer focus and attention to detail. The RA will represent our team to local partnering clinical sites and the community, requiring professionalism, personal responsibility, and care for the overall mission of our research program and respect for others. The University of California, Berkeley, solicits applications for a new Assistant/Associate Project Scientist, the Clinical Research on Externalizing and Addiction Mechanisms (C.R.E.A.M.) Laboratory, directed by Dr. Keanan Joyner

The Clinical Research on Externalizing and Addiction Mechanisms (C.R.E.A.M.) Laboratory, studies of etiology of alcohol and drug addiction, as well as mechanisms of broader externalizing psychopathology. The C.R.E.A.M. Lab uses a variety of methodological approaches, ranging from electroencephalogram (EEG)/event-related potentials (ERPs), biometric (twin) models, ambulatory assessment approaches, and advanced quantitative modeling.

The Assistant/Associate Project Scientist will work closely with Professor Joyner and the project team to launch this study. The successful candidate will conduct the following:

• Conduct and support the PI's research projects in the field of psychology and human neuroscience in collaboration with Dr. Keanan Joyner
• Design, support, and execute experiments, surveys, and studies, utilizing various research methodologies; most notably, electroencephalogram (EEG) and behavioral genetics.
• Analyze data using statistical tools and software (particularly in MATLAB, R, and Mplus), interpreting results and drawing meaningful conclusions.
• Play a supportive role in the lab’s development and execution of research projects

This position is located in the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP). CSAP disseminates effective substance use prevention practices and builds the capacity of States, communities and other groups to apply prevention knowledge effectively.

Serves as chief advisor to the Director of CSAP on issues related to management, operations, budgeting, and programmatic efforts. The Deputy Director shares fully with the Center Director in managing the day-to-day operations of the Center, supervising Division and Office leadership, and assuring accomplishments of the CSAP mission and goals. Provides technical advice and expertise to subordinates and higher-level management while promoting effective working relationships within the center and agency staff along with other federal and state officials.

Supports the Center Director and Center staff in providing national leadership and direction in the administration of substance use prevention initiatives including the Substance Use Prevention, Treatment, Recovery Services (SUPTRS) Block Grant Program and multiple discretionary substance use prevention grant programs.

Oversees budget and operations formulation, analysis, and evaluation of center and agency policies, priorities, strategies arising from legislation, regulatory action, and other critical program or policy and plans.

The Recovery from Addictions Program (RAP), operated by the Department of Mental Health (DMH), is seeking self-motivated individuals to provide direct care to clients, including, but not limited to individual counseling, group facilitation, lectures, and orientation for new clients including discharge and aftercare planning. The selected candidate(s) will provide clinical treatment to assigned clients individually and in groups, and champion behaviors that recognize the human rights of clients.

Please Note: The selected candidate(s) will work 40 hours per week from 8:30AM - 5:00PM. The days off are Sunday and Saturday.

 Duties and Responsibilities

• Under the immediate supervision of the Principal Investigator (PI) and senior staff, in partnership between the Hawai'i Department of Health’s (DOH) Alcohol and Drug Use Division (ADAD) and Thompson School of Social Work & Public Health, assist with providing research support on projects addressing substance use within the state in order to disseminate state data in a user-friendly format
• Systematically search and summarize surveillance and epidemiological research literature on public health topics, specifically related to substance use, addiction, morbidity, mortality, prevention and treatment 
• Assist with data abstraction, cleaning, management, coding and analyzing for large surveillance datasets, e.g., emergency department (ED) visits, hospitalization, substance use and treatment
• Attend technical assistance (TA) training webinars, take notes, and summarize how the TA can contribute to the project
• Under guidance of the PI and other senior program staff, perform quantitative and qualitative data analyses related to various population-level health indicators related to substance use

Minimum Qualifications

• Classified, full-time graduate student in epidemiology, public health, psychology, economics, computer science, social work, public policy, or related field at UH Manoa under UH Graduate Division.

• Maintain no less than 6 credits per semester with the exception of those who have reached 800 (dissertation) or 700F (thesis)

The Division of Population Health in the School of Medicine and Population Health is looking to appoint a part-time post-doctoral researcher to undertake public health research in a new Policy Research Unit (PRU) in Addictions. The PRU in Addictions has recently been commissioned by the Department of Health and Social Care for England, funded by the National Institute for Health and Care Research, and starts in January 2024 for an initial five-year period.

The PRU is a collaboration involving 10 UK universities led from the Addictions Department at King’s College London (KCL), the University of Sheffield’s Addictions Research Group and the University of Glasgow’s Gambling Glasgow Research Centre. Its aim is to inform policymaking relating to alcohol, tobacco and nicotine, other drugs, and gambling. Research conducted within the PRU will draw on a range of quantitative and qualitative research methods, and will incorporate different disciplinary perspectives including public health, epidemiology, psychology, health economics, operational research and psychiatry. The PRU will particularly focus on research that relates to public policy and practice, which can play an important role in guiding future policymaking.

You will work initially on two projects. The first involves developing a plan for extending an existing alcohol policy modelling tool to ensure it takes better account of issues related to alcohol dependence. The second involves carrying out a cost-effectiveness analysis of smoking cessation interventions, including the UK Government's 'swap-to-stop' scheme, which involves providing e-cigarette starter kits to pregnant women who smoke. Depending on your skills and the needs of the PRU, you may also carry out qualitative analyses, systematic reviews, and research on other addictive products or behaviours.

You should have a PhD (or equivalent experience) in a relevant subject and experience of carrying out quantitative research relevant to public health. This should include some experience of health economic or decision modelling. You should also have a strong interest in research related to at least one addictive substance or behaviour and a track record of academic publication appropriate to your career stage.

UNODC’s flagship report, the World Drug Report (WDR) is an annual publication, which aims to improve the understanding of the world drug problem and to contribute towards fostering greater international cooperation for countering its effect on health, governance, and security. The Report is made of a number of booklets and include an online segment. Each year the Report provides an overview of the world drug situation regarding the illicit cultivation and production of drugs, as well as their trafficking and use; it also includes thematic chapters that highlight an area of interest from a research and policy perspective.

The World Drug Report is produced by the Research and Trend Analysis Branch, with the Research and Knowledge Production Section in the lead and involvement of expert staff across the Branch and in other Branches/Divisions across UNODC.

The purpose of the assignment is:

1) to oversee and coordinate the web-based segment of the WDR 2025 “Drug Market Patterns and Trends”;

2) to produce an analysis of global and regional trends in drug demand and health consequences for the web-based segment of the WDR 2025 and contribute to its integration into the booklets of the 2025 edition.

This consultancy will be home-based. The consultant will work under the overall guidance of the Chief of the Research and Knowledge Production Section, and under the supervision of the Chief the Data, Analytics and Statistics Section, and other colleagues from the Research and Trend Analysis Branch, Division of Policy Analysis (DPA).

The output of the consultancy will aim at:

1) ensuring the coordination and production of the web-based segment of the WDR 2025;

2) presenting the current situation and trends regarding drug use and health consequences both at the global and regional levels as well as contributing to analysis on latest developments.

Qualifications/Skills

• An advanced university degree (Master’s degree or equivalent) in public health, epidemiology, sociology or a closely related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

• Minimum of 7 years of experience in the field of public health, epidemiology, sociology or a related field with a track record of scientific publications on the subject, or contribution to published reports is required.

The Noncommunicable Diseases and Mental Health (NMH) Department promotes, coordinates, and implements technical cooperation activities, directed to the prevention and control of noncommunicable diseases, mental, neurological and substance abuse disorders, related risk factors and disabilities that are evidence-based and appropriate for the political and sociocultural context in which they are implemented.  It raises political and public awareness and understanding of the burden of the most common noncommunicable diseases (NCDs) and mental disorders, related risk factors and conditions and leads multi-sector and multi-stakeholder strategic and collaborative efforts aimed at strengthening Member States' capacity to promote and protect health through public policies, programs, and services. This will reduce risks and disease burden and contribute to improving the physical, mental, and social well-being of the population.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Noncommunicable Diseases and Mental Health (NMH), and the direct supervision of Unit Chief, Mental Health and Substance Use (NMH/MH), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

1. Provide technical and strategic advice and programmatic direction to Member States for the development of projects and activities, at the highest level of expertise, in the field of prevention and control of alcohol and psychoactive substances;
2. Represent the Organization at the different levels in the Region in the development of projects and norms in prevention and treatment of alcohol and drug use disorders;
3. Cooperate with Member States in the definition and implementation of policies, plans and programs for the prevention, treatment and rehabilitation of alcohol and psychoactive drug related problems;
4. Develop appropriate systems for the management of information concerning alcohol and psychoactive drug problems, and integrating this information into existing health surveillance information systems;
5. Design and carry out epidemiological and operational studies on prevention, control and treatment of alcohol and psychoactive drugs problems, in cooperation with national authorities;
6. Promote inter-country cooperation in the fields of program development and training, and education on alcohol and drug dependence through the identification of centers of excellence and the organization of a network of such centers oriented toward collaborative work;
7. Promote the financing of regional and country projects and assist the governments in the identification of projects, preparation of proposals, and conduct of evaluative activities of said projects;
8. Prepare and write proposals to mobilize international and national resources and voluntary contributions in support of regional and national programs;
9. Administer programs on promotion, prevention, treatment and rehabilitation of alcohol and psychoactive drug problems  in which the Organization has been designated executing agency;
10. Coordinate the activities related to communication, health promotion and health education implemented with partners and advance the use of state-of-the-art technology to achieve expected goals;

13. Cooperate with countries in the promotion, design, and organization of education and training programs in the area of alcohol and psychoactive drugs including collaboration with Universities, Ministries of Health and Social Security; advising the countries in the establishment of continuing education programs and the introduction of this topic in the curricula and work plan of health care workers;
14. Coordinate with WHO Collaborating Centers, UNDC, CICAD, NGO’s, national and international agencies in the development of activities promoting prevention and control of alcohol and psychoactive drugs;
15. Collaborate in the planning and implementation of MH strategies in the context of national and international policies and programs for equitable health development;
16. Contribute to strengthening program linkages and cross-area program activities and projects;
17. When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
18. Supervise staff under his/her supervision.

An exciting opportunity has arisen for a Research Associate experienced with working with young people to join the Addiction Research Group in the Norwich Medical School, to conduct studies on developing educational resources on the use of illicit vapes for children of school age.
 
As a Research Associate you will contribute to the research programme, collect, analyse and interpret qualitative data, write up results and present information on research progress and outcomes. The outcome of the project will be the development of an educational resource for schools.
 
You will have a graduate level qualification, equivalent qualification or experience in a relevant area and will be able to work in a proactive and results driven manner. You will also have strong interpersonal and communication skills, the ability to analyse and interpret data and work effectively as part of a team. Advanced skills directly relating to this research area and previous research experience would be advantageous.

Main duties of the job

Main duties of the role include working as part of a multidisciplinary team comprising clinical and non-clinical staff in the assessment and management of patients referred for drug and alcohol treatment. Based mainly within day services, you will admit and oversee patients undergoing a range of interventions including medically assisted detoxification, initiation of opiate replacement therapy and relapse prevention medication. There is a significant focus on physical health and so you will work alongside our enhanced physical healthcare team to order and interpret investigations and refer on as appropriate. Discreet sessions will include attendance and provision of advice at multidisciplinary team meetings, review of complex cases and involvement in strategic care planning. We are seeking to recruit an experienced Professor to provide additional leadership to our BBV research team over the next 5 years. The position will enhance our public health and epidemiological leadership to evaluate and inform efforts in key Scottish Government policy areas on Hepatitis C elimination and the National Mission to reduce drug deaths and harms. We are looking to recruit an experienced harm reduction worker to enhance our clinical offer. This is an opportunity to join a developing service as a harm reduction practitioner, supporting individuals with co-occurring mental health and addictions needs.

CREST is part of the integrated care systems approach focused on providing different ways of working with individuals who have spent long periods of time in hospital, to improve outcomes for this service user group.  As a regional service we cover Bradford, Calderdale, Kirklees, Leeds and Wakefield supporting individuals in transitioning from Level 2 rehabilitation placements who have likely experienced a long hospital admission and previous unsuccessful discharges.

This new role will focus on individualised support to a range of service users in collaboration with the wider MDT to identify a range of individualised direct and indirect interventions which will support service users to reduce the harmful impact of their drug and/or alcohol use, and support their recovery in the community. The role will form part of our MDT offer to address rehabilitation needs of the caseload to empower them in their recovery journey.

Purpose of Job

Africa CDC’s African Volunteers Health Corps (AVoHC) has proved to be an important component of the continent’s capacity to respond to outbreaks and other public health emergencies using regional personnel to rapidly respond to public health emergencies across countries as needs arise. AVoHC was conceived of following the West Africa Ebola Virus Disease outbreak and launched in 2015, being managed under the Emergency Operations Centre of Africa CDC. To date deployments have included experts in epidemiology, laboratory sciences, communications, logistics, data management, social science, and clinicians. During an East Africa regional meeting of Mental Health and Psychosocial Support (MHPSS) and Emergency Preparedness and Response (EPR) leads in Nairobi in November 2022, Africa CDC identified an important gap in deployment capacity in mental health experts. To facilitate integration of MHPSS as a component of AVoHC response capacity, so that AVoHC can include MHPSS as part of future public health emergency response, we aim, with this call to recruit deployable MHPSS experts under AVoHC during public health emergencies in AU member states.

Main Functions

Deployment will usually take place as part of a wider team coordinated by AVoHC in conjunction with the Member State government (Ministry of Health/EPR mechanisms). Ongoing coordination of priority activities and reporting will be through this mechanism. The overarching support and coordination between deployments will be under the AVoHC team at Africa CDC. Support for MHPSS activities and personnel capacity will be provided by the mental health experts within Africa CDC.
The incumbent will ideally be part of the bigger umbrella of the AVoHC at Africa CDC. Being AVoHC member, the incumbent should be willing to be deployed for public health emergency response to any Member State as part of the African Volunteers Health Corps (AVoHC) Rapid Response Teams (RRTs).
