The European Union and Western Balkan countries share a strong interest in tackling drug trafficking and abuse—challenges made more pressing by the region’s location on a key route from Afghanistan to Europe.

Since 2003, a dedicated EU–Western Balkans Action Plan on Drugs has provided a framework for closer cooperation. Building on the Thessaloniki Agenda and subsequent EU commitments, this plan supports stability, security and European integration for the region.

The updated Action Plan continues to focus on both reducing supply and demand, while strengthening democratic institutions, the rule of law, and respect for human rights. A key priority remains the fight against organised crime, corruption, and all forms of trafficking, including drugs, arms and human beings.

Through stronger partnerships, technical support, and regional initiatives, the EU and Western Balkans are working together to create safer, more resilient societies and advance the region’s European perspective.
