Dr. Novia T. Carter‑Lookie, Ph.D. is a licensed child psychologist and Deputy Permanent Secretary at the Ministry of Health and Wellness, Bahamas. She serves in key roles across national child protection and public health initiatives.
As Deputy Chairperson of the National Child Protection Council, Dr. Carter‑Lookie created the “Say No, Then Go” safety program and educational materials to promote abuse prevention among children. Dr. Carter‑Lookie also directs programming at the Bahamas National Drug Council.
She leads workshops and webinars on substance use disorder treatment, including "Improving Quality of Care in the Treatment of Substance Use Disorders: Lessons Learnt from COVID‑19".
